It appearing that the monthly Criminal Sessions were holden on the 18th Instant, the day to which the Council stood adjourned,─
The Council met to-day, pursuant to postponement, as ordered by the Governor. The Minutes of the Council, held on the 24th December last, were read and approved.
The Bill, entitled "An Ordinance for the regulation and control of the Harbour of Victoria, Hongkong," was read a second time;
And the Council went into Committee upon the said Bill.
Section 1 was amended, and agreed to.
A new Clause was added, and made Section 2.
Sections 2 to 10 inclusive, were renumbered, amended, and made Sections 3 to 11.
Section 11 struck out.
Sections 12 to 16 inclusive, amended and agreed to.
A new Clause was introduced, and ordered to stand as Section 17. Section 18 amended and agreed to.
Section 17 made Section19, amended and agreed to.
Sections 19 to 21 inclusive, renumbered, amended, and made Sections 20 to 22. Section 22 struck out.
Sections 23 to 26 inclusive, amended, and agreed to.
A new Clause was added and made Section 27.
Sections 27 to 29 inclusive, renumbered, amended, and ordered to stand as Sections 28 to 30.
A new Clause was introduced, and made Section 31.
Preamble agreed to.
Title agreed to.
The amendments proposed in Committee having been adopted by the Council,
The Governor put the Question,─That this Bill as amended do pass, and that the Title be─"An Ordinance for the regulation and control of the Harbour of Victoria, Hongkong."
Question put and carried,─the Ordinance being numbered "No. 1 of 1862." The Council adjourned sine die.
