VOTES AND PROCEEDINGS OF THE LEGISLATIVE COUNCIL OF HONGKONG. No. 6 OF 1861.
TUESDAY, 24TH DECEMBER, 1861.
PRESENT:
His Excellency the GOVERNOR and all the Members, except the CHIEF JUSTICE and the ATTORNEY GENERAL, absent on Judicial business.
The Council met to-day by special Summons.
The Minutes of the Council held on the 29th June last, were read and approved.
Read a first time a Bill, entitled "An Ordinance to authorize the appropriation of a "Supplementary Sum not exceeding Twelve thousand and Fourteen Pounds to "defray the charges of the Year 1861";—
And the Standing Orders being suspended, the said Bill was read a second time,— And the Council went into Committee upon the Supplementary Estimates for 1861. The following Votes were then agreed to:—

The Appropriation Bill be in accordance with the foregoing Votes, the Governor put the Question,—That this Bill do pass, and that the Title be—"An Ordinance to authorize the appropriation of a Supplementary Sum not exceeding Twelve thousand and Fourteen Pounds to defray the charges of the Year 1861."
Question put and carried,—the Ordinance being numbered "No. 5 of 1861."
Read Despatch, No. 104 of 24th October, 1861, from the Secretary of State, announcing the grant of a retiring Pension to Mr. William Chapman, late Postmaster General of Hongkong, at the rate of £146.13.4 per annum.
Read Despatch, No. 92 of 2nd October, 1861, from the Secretary of State, respecting the abolition of Contract Passages at a reduced rate for Colonial Officers on the Steamers of the Peninsular and Oriental Line, and suggesting, with the concurrence of the Lords of the Treasury, that every six years' residence in Hongkong should entitle an Officer to receive from the Colonial Funds one-third of the cost of his passage to England and back, with a similar allowance for his family not exceeding five persons; and further, that this rule might be extended to all Officers returning to the Colony who went home under the old system, without reference to the length of their previous Service in the Colony.
The Council acknowledged the propriety of His Grace's proposition, and unanimously agreed to it.
Read a first time a Bill, entitled "An Ordinance for the regulation and control of the Harbour of "Victoria, Hongkong."
The Council then adjourned to Saturday, the 18th January, 1862, at noon.
