VOTES AND PROCEEDINGS OF THE LEGISLATIVE COUNCIL OF HONGKONG. No. 4 of 1859.
TUESDAY, 22d FEBRUARY, 1859.
PRESENT:
HIS EXCELLENCY THE GOVERNOR AND ALL THE MEMBERS, EXCEPT THE ACTING ATTORNEY GENERAL, AND THE CHIEF MAGISTRATE WHO WAS ABSENT ON ACCOUNT OF PRESS OF BUSINESS AT THE MAGISTRACY.
The Council met to-day by Special Summons.
The Minutes of the Council, held on the 4th instant, were read and approved.
The Jury List for the Year commencing on the 1st March, 1859, was laid on the Table for revision,-
And consideration having been given to several notices served upon the Acting Registrar of the Supreme Court, as also to a Return of Jurors excused from serving during 1858 by the Chief Justice,-
The Council proceeded to revise and amend the said List.
In the course of revision,-
It was moved by The Chief Justice, seconded by Mr. Lyall, and carried unanimously, -That salaried Foreign Functionaries of Foreign Governments, not carrying on business, be exempted from the Jury List.
Revision of the List was resumed.
The name of a Chinese Inhabitant being read,-
Debate ensued.
The Governor put the Question-That the name of the Chinese Resident be retained in the List.
Council divided.

The revision of the Jury List having been completed and agreed to, Thirty-seven of the Names in the said List were designated as "Special Jurors."
It was ordered, that the said List, as revised and amended, be published in the next Government Gazette for general information.
The Council then adjourned sine die.
