LEGISLATIVE COUNCIL OF HONGKONG.

TUESDAY, 4th JANUARY, 1859.
PRESENT:
THE HONOURABLE THE ACTING GOVERNOR AND ALL THE MEMBERS, EXCEPT THE CHIEF JUSTICE, ON ACCOUNT OF INDISPOSITION.
The Council met to-day by Special Summons.
The Minutes of the Council held on the 8th December last, were read and approved.
The Honour The Acting Governor read a Notice of motion by the Chief Magistrate, which had been sent in to the Clerk of Councils on the 29th December last, and had since been entered in the Order Book.
It was to the following effect:—
"The Chief Magistrate to move:—'That His Excellency The Governor be requested to lay before this Council all Correspondence between the Local Government and The Secretary of State for the Colonies, with respect to the proceedings in this Council on the subject of the Opium Farm Privilege, and other matters referred to it by Dr Bridges, then Member of this Council; and particularly with respect to the selection of the Committee of Inquiry thereupon appointed by this Council, the conduct of its Proceedings, the drawing up of its Report, and the confirmation by this Council of the said Report.'"
The Honour then said, that he declined to put the aforesaid motion, and added that, if the Chief Magistrate chose to forward a written statement detailing his reasons for still urging the proposal, it should be entered on the Minutes of the next Council, but that His Honour could not sanction any Debate thereon.
Whereupon, the Chief Magistrate agreed to furnish a written statement of his reasons for the motion in question.
The Ordinance "to provide for the erection of a Public Way along the Water Frontage of the City of Victoria," was laid on the Table for the first reading,—when there appeared:—

The Ordinance was then read a first time, and ordered to be published three times in the Government Gazette, in pursuance of Clause XXIX of the Standing Orders and Rules for the Legislative Council of Hongkong.
Ordered, that the second reading of the said Ordinance do take place on Friday, the 4th February next.
Mr Dent here gave notice of his intention to protest against such reading.
On the motion of Mr Dent, seconded by Mr Jardine, it was agreed that the Surveyor General should furnish the Members of Council with the Plans and an Abstract of the Estimated Expenditure for the construction of the proposed Public Way in front of the City of Victoria.
Read a first time, and ordered to be published in the next Government Gazette, "An Ordinance to amend Ordinance No. 8 of 1858."
Read a first time, and ordered to be published in the next Government Gazette, "An Ordinance to amend Ordinance No. 10 of 1858."
Resolved, that this Council do adjourn to Tuesday, the 18th instant, at 12 o'clock. The Council adjourned accordingly.
