The Council met today by special summons for the purpose of resuming the consideration of the Registration Ordinance.

The Minutes of the last Council were read and approved.

The Governor laid on the Table the Report of Mr. Caldwell, dated, the 31st Ultimo, and which had been called for at the last meeting. It was read and considered. Mr. Caldwell suggested therein a modification of Clause VII, and made other statements explanatory of his views with regard to the Ordinance in question.

Mr. Caldwell being in attendance was called in and attended the Council.

The Governor proposed that Clause VII should be recommitted, and his proposal being put to the vote, the same was carried, the Attorney General alone dissenting.

An amendment of the Clause in question was then moved by the Acting Colonial Secretary, and the same being supported by Mr. Jardine, Mr. Edger and the Lieutenant Governor, but negatived by the Attorney General and the Chief Justice, a debate ensued. In the course of discussion a question arose as to the proper Modus procedural when the Attorney General having stated that in his opinion the Council had not sufficient indication of the final purpose of the Government respecting the Ordinance under consideration, moved that the Governor do leave the Chair. This proposal was put to the vote, but was negatived by all the other members present.

The recommitted clause as amended and passed at the last meeting was then fully discussed, re – amended by the Attorney General, and passed unanimously.

Clauses VIII and IX were amended and passed. Clause X was amended and passed, the Acting Colonial Secretary voting against the same.

The Council then adjourned till Thursday, the 16th Instant, at 1 P.M.
