The Meeting of Council which should have taken place on the 30th ultimo, having been postponed, the Council met today by Special Summons.

The Minutes of the last Council were read and approved.

The amendments made in the Draft Ordinance "for the amendment of the Civil Administration of Justice" were read and considered; and certain further provisions from "The Common Law Procedure Act 1852" being required therein, the same were ordered to be introduced in the proposed Enactment. A fair Copy of the Ordinance thus amended to be sent to each Member, previous to the next meeting of Council.

The Governor informed the Council that he had submitted to the Secretary of State for the Colonies a scheme for the re-organization of the Legislative Council, founded on a basis which he considered would prove acceptable to the inhabitants in general, as imparting to them such rights and privileges as are desirable in a Self-Supporting Colony, to which condition His Excellency felt extreme satisfaction in stating Hongkong has now reached.

The Council then adjourned sine die.
