The Council met today by Special Summons.
The Honorable The Attorney General was present as Legal Adviser to the Government.
The Minutes of the last Council were read and approved.
Read a second time and passed the Consular Ordinance entitled "An Ordinance to invest Her Majesty's Consuls at the Ports in China with Jurisdiction over the Persons and Property of Lunatics, and Persons of unsound mind, as also with the Power inherent in the Office of Coroner," being No. 2 of 1854, which was ordered to be printed and published in the Government Gazette.
