The Honorable The Attorney General was present as Legal Adviser to the Government.
The Minutes of the last Council were read and approved.
Read a first time a Draft Ordinance for Her Majesty's Subjects within the Dominions of the Emperor of China, or within any Ship or Vessel at a Distance of not more than One Hundred Miles from the Coast of China, entitled, "An Ordinance to invest Her Majesty's Consuls at the Ports in China with Jurisdiction over the Persons and Property of Lunatics and Persons of unsound mind, as also with the Power inherent in the office of Coroner," which had been previously sent round to Members.
