6th November, 1852.

Present:

His Excellency The Acting Governor,

The Honorable The Acting Chief Justice,

The Honorable The Colonial Treasurer,

The Honorable David Jardine, Esquire,

The Honorable J. F. Edger, Esquire.

The Council met today pursuant to Resolution passed at the last meeting.

The Minutes of the last Council were read and approved.

Mr. Authon, the American Vice-Consul, being in attendance, the Seamen's ordinance was brought forward; and that gentlemen being requested to state what parts of the proposed Enactment appeared to him to be objectionable, read to the Council certain Provisions of an Act of Congress dated 20th July, 1840, as conflicting with portions of Section V. of the Draft ordinance. The points objected to by Mr. Authon were considered; and after some discussion, it was Resolved that the same should be met by an amendment of Section V; and the amendment being accordingly made, and considered by Mr. Authon as obviating his objections, the ordinance was read a third time, and passed. It bore the following title: "An ordinance for the Prevention of Desertion, and better Regulation of Merchant Seamen in this Colony," being No. 6 of 1852, which was ordered to be printed and published in the Government Gazette.

(Signed) Mr. Jervois

Read and approved this 23rd day of December, 1852.

(Signed) L. d'Almada e Castro,
