The Council met today by special summons.
The minutes of the last Council were read and approved.
Read a first time, Draft of a Consular ordinance, entitled "An ordinance to regulate the "jurisdiction of the Magistrates and Courts of Sessions in Hongkong over offences "committed without the Colony by British subjects; and for the better carrying into "effect the Treaties between Great Britain and China".
