The minutes of the last Council were read and approved.
Read a second time and passed Ordinance No. 10 of 1845 entitled "An Ordinance for the naturalization of Aliens within the Colony of Hong Kong and its Dependencies," which was ordered to be written out fair for transmission to England for approval.
Read a first time Ordinance No. 11 of 1845 entitled "An Ordinance for the better regulation of the Harbor of Hong Kong and its surrounding Waters," which was ordered to be sent round to members prior to a second reading.
