ANNUAL REPORT

I-ADMINISTRATION.

1. The year under review has been an exceedingly busy year in the Medical Department as it has in other departments and indeed throughout the Colony. The whole period has been one of great activity devoted towards rehabilitating the Health Servicus of the Colony and introducing new measures to meet the post-war needs. As the year passed, more and more of the tangled threads left behind by the period of hostilities were straightened rat and in the latter part of the year the administration of the department was beginning to approximate to normal peacetime working.

A. Staff.

2. Not the least of the difficulties that have had to be contended with have been staff difficulties. The great discrepancy between salaries paid and expenses incurred in meeting the post- war basic cost of living resulted in numerous resignations and a scarcity of auïtable candidates to fill the vacancies.

3. The appointment of Dr. P. S. Selwyn-Clarke, c... M.C., M.D., F.R.C.P., as Governor of the Seychelles resulted in a number of changes in the senior administrative staff among which were the appointment of Dr. G. H. Thomas, 0.3E., M.D. (H.E.}, as Deputy Director of Medical Services and Dr. K. C. Yeo, M.D. (H.K.), D.T.M. & H. (Loud.), p.r.x. (Camb.) as Deputy Director of Health Services,

4. The close co-uperation between the Medical Departinent and the Services that was so evident in 1948 continued and valuable assistance was given, particularly by the Royal Navy, whose specialist officers were frequently consulted.

5. The Medical Advisory Board to His Excellency the Governor consisting of representatives of the three Services and of the British and Chinese Medical Associations met regularly under the Chairmanship of the Director of Medical Services and considered and advised on the many health problems affecting the Colony, The banks of the amomunity are due to the membera of this board who have devoted so much of their valuable time to this work.

The chart in Annex A shows the system of decentralization in the department.
