Regulation of
3A. (1) Where the Secretary for Housing is satisfied that, having regard to its special circumstances, an area should be subject to special regulations to control the supply of electricity in that area he may, by notice in the Gazette, designate such an area as a special area for the purposes of this Ordinance.

(2) The Governor in Council may make regulations to provide for-
(a) the control and regulation of the supply of electricity in a special area;
(b) securing, so far as is practicable in the circumstances, the safety of the public in respect of electricity, electric lines and works in a special area;
(c) the application or disapplication to or in respect of a special area of regulations made under section 3.

4. It shall be lawful for the Governor in Council to grant exemption from any regulations made for securing the safety of the public under this Ordinance to any company which proves to the satisfaction of the Governor in Council that the conditions under which it generates or supplies electricity are such as not to endanger in any way the safety of the public.

Any regulation under this Ordinance may impose penalties for offences against the same not exceeding imprisonment for 3 months and a fine of $2,000 for each offence, with or without penalties for continuing offences not exceeding for any continuing offence $100 for every day during which the offence continues.
