No person shall place any cargo on board any ship in the Colony without the consent of the owners, charterers, agents or master of such ship.
5.
This order shall not apply to the ordinary luggage of a passenger accompanying the passenger.
6. This order shall apply only to importation or exportation in or the placing of goods on board aircraft, or ships propelled by steam or any mechanical means.
