21. Any person who acts in contravention of rules 3 to 13 and 15 to 20 shall be liable to a fine of twenty-five dollars,
and also in the case of a continuing offence to a further fine of ten dollars for every day after the first during which such offence continues.
TRAMWAY WORKING RULES.

1. (1) The driver of every car shall ring his bell, or make use of the warning apparatus provided, in any of the following circumstances—
(a) in case of impending danger, or to warn any person
in any way obstructing the line; or
(b) just before passing another car.
(2) No person shall sound any bell or other instrument fitted to a tramcar for signalling its approach by sound be-
