(b) permits to discharge fireworks elsewhere than at or alongside a restaurant, hotel or place of entertainment

5. A permit must be shown on demand to any police officer and to any authorized representative of the issuing authority.
6. When a permit to discharge fireworks is issued it shall be lawful for the issuing authority to stipulate conditions governing the place, time, manner and duration of such discharge and any other conditions whatsoever in his absolute discretion.
7. The owner and occupier of any premises and the licensee of any restaurant shall ensure that no fireworks are discharged at or alongside those premises without a permit, and that all the conditions laid down in such permit are duly observed.
8. Any person who acts in contravention of regulation 5 or 7, or who commits a breach of any condition stipulated under regulation 6, shall be liable to a fine of five hundred dollars.
