the threat was made or published in some manner with the intention that it should reach the person whom it was intended to alarm, or (as the case may be) whose conduct was intended to be affected, and that it did reach such person.
5. Every person who commits an offence against this Ordinance, and every person who attempts to do any act which would be an offence against this Ordinance, shall upon summary conviction be liable to a fine not exceeding five hundred dollars and to imprisonment for any term not exceeding six months, and shall upon conviction on indictment be liable to imprisonment for any term not exceeding five years.
