to appear at the hearing, the magistrate may proceed to deal with the matter in the absence of that person.

(2) Subject to subsection (1), the Magistrates Ordinance shall apply, with any necessary adaptations and as far as it is consistent with this Ordinance, to proceedings under this Ordinance as it applies to proceedings in respect of a summary offence.

17. This Ordinance shall apply to persons in the public service of the Crown.
