PART I

PRELIMINARY

1. These regulations may be cited as the Building (Lifts) Regulations.

2. In these regulations, unless the context otherwise requires

"approved" means approved by the Building Authority;

"counterweight" means a weight or series of weights provided to counterbalance the weight of the car and part of the rated load of a lift;

"F.R.P." means the period for which the element of construction is capable of resisting the action of fire when tested in accordance with BS 476: Part 8 or as specified in the Third Schedule to the Building (Construction) Regulations;

"governor" means an automatic device which operates the safety gear in the event of a lift or counterweight exceeding a pre-determined speed in the downward direction;

"lift" means a lifting machine or appliance having a car or platform, the direction of movement of which is restricted by a guide or guides;

"open air" means a space which-

(a) is vertically uncovered and unobstructed;

(b) is not less, in any horizontal dimension, than 1.5 m; and

(c) where such space is enclosed on 4 sides, has a horizontal area of not less than 1 m2 for every 6 m of the mean height of the walls enclosing the space;

"rated load" means the load which a lift is designed to carry at the rated speed;

"rated speed" means the mean of the maximum speeds attained by a lift in the upward and downward direction with full rated load;

"safety gear" means a mechanical device which, when operated, stops the car of a lift, or a counterweight, and holds the car or counterweight to the guides;

"safety rope" means a rope, attached to a car or counterweight, which operates the safety gear provided for the lift or counterweight, in the event of a failure of all the suspension ropes or their attachments;
