47. (1) The board may delegate to a committee, and with such restrictions and qualifications, if any, as it thinks fit, all or any of its powers except the powers of removing a nurse from or restoring a nurse to the register.
(2) Except by special permission of the board, no report of a committee shall be discussed by the board unless it has been sent to the members of the board at least three days before the meeting of the board at which it is to be presented.
48. All bills and claims shall be examined by the Director of Medical and Health Services and laid by him before the board, and such bills and claims as are allowed shall be initialled by the presiding chairman.
49. The presiding chairman of the board shall decide upon any point of order or procedure and his decision shall be final.
50. The foregoing rules of procedure for the board shall, so far as they are capable of application, apply to the procedure of committees appointed by the board.
51. All minutes, registers and records shall be open to the inspection of members of the board.
PART VIII. Miscellaneous.
52. A copy of these regulations may be obtained on application to the Director of Medical and Health Services at the price of $1.
53. The board shall be at liberty to request any member or members of the board to visit any place or places for the purpose of explaining the Nurses Registration Ordinance, and its purposes and any regulations thereunder, and to sanction the payment of all proper expenses incurred by such member or members in connexion with such visit.

Citation.
54. These regulations may be cited as the Nurses Registration Regulations.
