98. No dairyman shall permit or suffer any person to drink out of any vessel or measure used by him in purveying milk.

99. No dairyman shall cause or suffer any animal belonging to him or under his control to be milked unless

(a) at the time of milking the udder and teats of such

animal are thoroughly clean; and
