10. Every person having the care or custody of any child under twelve years of age shall prevent such child from committing any nuisance in or by the side of any street or drain or any public place.
11. Any person who acts in contravention of rules 6, 7, 8 and 9 shall upon summary conviction be liable to a fine of one thousand dollars or to imprisonment for six months.
