For every transfer of or substitution or amendment in any licence, not otherwise specified, except a transfer from one person to another

3. For every certificate of the Government Chemist that any denatured spirits are non-dutiable. $5, or one-twentieth of the duty on the spirits denatured, whichever is the greater.
