(13) The sums charged in respect of the storage of such gunpowder or other explosive shall be paid monthly by the party in whose name the same is or are stored, and, in the event of non-payment within twenty-one days after the money has become due and payable, it shall be lawful for the Governor to direct the said gunpowder or other explosive to be sold in order to defray the expense of storage, and the proceeds thereof, after deducting all Government charges and the expenses of sale, shall be paid to the party who proves himself entitled thereto to the satisfaction of the Governor.

Saving of
(14) Every person who violates, or refuses or fails to comply with, any of the provisions of this section shall be liable to a fine not exceeding three hundred dollars, or to imprisonment, without hard labour, for any term not exceeding six months.
(15) Nothing in this section shall be deemed to affect the provisions of the Dangerous Goods Ordinance, 1873.

(16) Nothing in this section shall apply to His Majesty's ships of war, or to the ships of war of any foreign nation, or to hired armed vessels in His Majesty's service or in the service of any foreign nation, or to any Government stores.
(17) "Gunpowder Anchorage" means the anchorage on the south side of Stonecutters Island, to the west of a line from which the White Rock bears north and to the north of a line from which the mast of the Royal Observatory at Kowloon bears east.

37.-(1) In this section,
(a) "Launch" means any steamship not exceeding sixty tons.
(b) "Owner" includes charterer and agent.
(2) It shall be lawful for the Governor in Council to make regulations for the following purposes:
