Her For the into the depôt, and if the owner or consignee of such cargo fails in doing so, it shall be lawful for the Harbour Master or his deputy to have the same discharged and delivered into the depôt at the expense of the said owner or consignee.
5. When explosives are being received into or discharged out of the Attendance depôt, the owner or the consignee of the same shall attend at the of owner or depôt, or shall send a responsible representative instead, and any ques- consignee at tion which may arise as to the number or weight of cases or kegs receipt or received at or delivered out of the depôt shall be decided at the time discharge of explosives. by such owner or his representative, and the officer in charge of the depôt, who shall if necessary refer the same to the Harbour Master.
6. No person shall, without the consent in writing of the Harbour Restriction Master, open any package in a depôt. on opening of packages.
7. With reference to section 36 (10) of this Ordinance prohibiting the Mode of keeping of more than 20 lbs, of gunpowder on land, it is hereby directed keeping gun- that such gunpowder shall not be kept in any package other than one powder for composed of zinc, copper, or brass, and that the said package shall be private use. placed in a safe and convenient position beyond the reach of fire, or accidents from lights, etc.
8. During the time any explosives are waterborne in the waters of Protection of the Colony on board of any vessel, either for the purpose of, or in the waterborne course of, carriage, landing, shipment, transshipment, or movement explosives. from one place to another, or otherwise, they shall be protected either by being stowed under hatches, or by being covered with serviceable tarpaulins, and no fires or naked lights shall be made or used on board any such vessel unless the said explosives are stowed under hatches, and the said vessel shall display a red flag, and, unless intending to leave the waters of the Colony, shall proceed without delay or inter- ruption or anchoring to her destination.
