17.(1.) In this Ordinance and in every other Ordinance, whether

21. Where an Ordinance passed after the commencement of this Ordinance authorizes or requires any document to be served by post, whether the word "serve," or the word "give," or the word "send," or any other word or expression is used, then, unless the contrary intention appears, service shall be deemed to be effected by properly addressing, pre-paying, and posting a letter containing the document, and, unless the contrary is proved, to have been effected at the time at which the letter would be delivered in the ordinary course of post.
