198. In addition to its main function of providing music at ceremonial functions and Police parades, the Police Band played on numerous occasions at public concerts, race meetings, football matches and other public gatherings.

WELFARE AND RECREATION

GENERAL

199. The Senior Force Welfare Officer is responsible for advising on the welfare of the Rank and File and their families. He is in charge of the Welfare Section of Police Headquarters which deals with loans and grants, police schools, pensioners, assistance to police widows and orphans, welfare equipment, recreation and other entertainment. Where necessary he advises and assists in the settlement of matrimonial disputes and gives other types of assistance. He is assisted by a Force Welfare Officer, who is responsible for the administration of the Welfare Sub-office in Kowloon, which covers Kowloon and New Territories Districts.

POLICE FORCE WELFARE FUND

200. This Fund is established under the Police Force Ordinance and is controlled by the Commissioner. It provides loans and, in cases of special distress, grants for serving and retired police officers in need of assistance. The Fund is also used to purchase equipment and services for the general welfare and benefit of police officers. The Fund's income is derived from disciplinary fines or forfeits imposed on police officers, the hire of Police services and voluntary donations and contributions.

201. There were a total of 796 applications for loans received and processed during the year; 712 of these were approved, 50 are still pending, 32 refused and two withdrawn. Each loan application is treated on its merits and loans are made in respect of such matters as maternity expenses, marriage, house removal, funeral expenses, medical expenses, schooling, house repair, purchase of furniture, purchase of clothing and Chinese New Year expenses.
