largely be attributed to the return to normal working conditions of the Force following the civil disorders of 1967.
108. Two very large seizures of opium and morphine were made in August, 1968 and January, 1969. The first, known as the 'Sai Kung Case', resulted in 1,410 lbs. of raw opium and 109 lbs. of morphine being found on board a lorry. In the other, a raid on a Grampian Road residence brought to light 2,282 lbs. of raw opium and 86 lbs. of morphine. A substantial quantity of heroin was seized in three heroin factories which were discovered during the year, two through police work; the third factory came to police attention following an explosion, a constant danger in illicit heroin manufacturing.

110. Police continued to harass syndicates who control the peddling of narcotics on the streets and which were quick to move elsewhere as soon as efforts were directed against them. Pressure has been maintained, too, on packaging centres, a number of which were raided and successful prosecutions ensued.
111. There were indications of small but growing demand for stimulant drugs (amphetamines), but no evidence came to light of the use of LSD or other hallucinogenic drugs in the Colony.
THE TRIAD SOCIETIES BUREAU AND JUVENILE LIAISON SECTION
112. The Triad Societies Bureau and Juvenile Liaison Section are each in the charge of a Senior Inspector and both are under the command of a Superintendent.
Triad Societies Bureau
113. Triad Societies are secret societies and as such it is an offence against the laws of the Colony to be an office-bearer or a member of any society. It is also an offence to be in possession of documents or insignia relating to a Triad Society. Punishment varies from fines to imprisonment of up to five years.
