There were indications also of a demand for stimulant drugs, but no evidence came to light of the use of LSD or other hallucinogenic drugs in the Colony.
TRIAD SOCIETY BUREAU
107. For the past ten years the Triad Organization in Hong Kong has manifested itself only as individual splinter groups and gangs. During 1967-68 the Triad Society Bureau continued to direct its activities against these groups.
108. There appeared to be a general increase in the recruitment of young persons into triad societies and there were indications of members of different triad societies joining together in gangs to carry out an unlawful common purpose.
109. The absorption of violent youth gangs into triad activities posed a new threat to law and order, and in February 1968 the Juvenile Liaison Office was included in the structure of the Triad Society Bureau.
110. This proved very successful and during the last three months of the year under review a total of 53 triad office bearers or active members of gangs were arrested and convicted for offences, which included Robbery with Aggravation, Demanding Money with Menaces, living on the earnings of prostitutes, sexual offences and possession of dangerous drugs. The majority of the persons arrested were under 21 years of age.
111. During this period the triads were kept under review but there was no evidence of their participating in subversive activities.
COMMERCIAL CRIME OFFICE
112. The Commercial Crime Office, which is a branch of the Criminal Investigation Department, is located in the business centre of the city. The office deals with the more complicated cases of commercial frauds, forgeries, etc. which need specialist investigation. Simple cases which do not necessitate protracted specialist examination are generally dealt with as ordinary C.I.D. enquiries at Police Stations.
113. The total number of reports received decreased slightly from 1,338 last year to 1,024 this year.
