ANTI-CORRUPTION BRANCH
90. In February 1968 the Head of the Branch together with a Crown Law Officer visited Singapore on a fact finding mission to study anti- corruption legislation, organization, practice and techniques and to establish if any of the methods adopted there could be usefully employed in Hong Kong to assist in the prevention of corruption. The visit was well worthwhile, and reports and recommendations made as a result of it are being studied.
91. During the year several new measures were introduced into the organization and administration of the Branch. The public reacted favourably to the extension of office hours which enabled reports to be made in the evenings, at weekends, and on public holidays; and in the first week of the new operating hours a report resulted in the arrest and conviction of an offender.
92. A total of 303 allegations of corruption were received during the year. In 10 cases no further action was taken, as there was insufficient information upon which to base an enquiry. One case was referred to another police formation for action. Thirty one cases are still under preliminary enquiry. A total of 198 cases were referred to the Target Committee on Corruption, and a further 63 cases are awaiting reference to the Committee at its next meeting.
93. The Target Committee on Corruption, chaired by the Deputy Commissioner of Police (Administration), with a representative from the Establishment Branch, the Director of Criminal Investigation and the Head of the Branch, met on nine occasions during the year. The 198 cases referred to the target Committee were allocated as follows:
