148. The Road Traffic Ordinance, is the enabling legislation under which the majority of the abovementioned regulations are enacted. The ordinance, under which the more serious driving offences are covered has been amended so as to allocate individual, and in one or two cases dual, responsibility to the Commissioner of Police and/or the Com- missioner for Transport. The amendments are also devised to relieve the Commissioner of Police of his non-constabulary duties and to leave him with the responsibility for the law enforcement aspects.
TRAFFIC PLANNING
149. 53 traffic light signal installations were erected throughout the Colony during the year under review; these included the linked signal system over a two and a quarter mile section of Nathan Road in Kowloon, and the Queen's Road East linked system in Hong Kong. The latter is designed to permit pedestrians to cross the road in safety whilst main- taining the flow of traffic,
150. Additional chargeable 'off-street' parking accommodation in Central District for 866 vehicles was provided.
151. There was a net increase of some 600 in the number of parking meters installed and, in accordance with Government's parking policy, nearly 700 long period meters in Central and Tsim Sha Tsui Districts were replaced by one hour meters.
152. Major road works continued to present problems of traffic control during the year, in particular the completion of the re-construc- tion of Nathan Road in the busy Mong Kok area, and at Waterloo Road between the junction of Prince Edward Road and Boundary Street.
