94. The department consists of seven main groups, the Anti-Corruption Branch, the Narcotics Bureau, the Commercial Crime Office, the Triad Society Bureau, the General Investigation Office and the Prevention of Crime Office all of which are described below.

ANTI-CORRUPTION BRANCH

95. There was no change in the establishment of the Branch during the year, but a redeployment of personnel has enabled more emphasis to be put on research and long-term enquiries.

96. The Target Committee on Corruption chaired by the Deputy Commissioner of Police with a representative from the Establishment Branch and the Head of the Branch met on 23 occasions during the year. A total of 315 allegations were received, of which 282 suggested corruption and the remaining 33 were of a miscellaneous nature. They were allocated by the Target Committee as follows:

ALLEGATIONS AGAINST POLICE

97. 159 reports or allegations of corruption against Police officers were dealt with. After consideration by the Target Committee, 95 cases were referred to Anti-Corruption Branch for investigation and of these, three allegations were substantiated, 62 were unsubstantiated and 30 were still under investigation at the end of the year. Of the remainder, in 31 cases the Target Committee directed that no further action be taken, and 33 cases which concerned general allegations were referred to other Police formations for enquiries.
