92. Increased police action was responsible for the rise in the number of traffic, hawking, and gambling offences recorded, which are grouped within the category of Miscellaneous Offences. There were 217,462 reports which did not, after investigation, prove to warrant further police action. Of these 382 were originally classified as Serious Crimes, and 217,080 as Miscellaneous Offences. The tables at Appen- dices 11 and 12 show trends in Serious Crime over the past three years, together with the number of persons prosecuted, divided into adults and juveniles. In addition the tables at Appendices 13 and 14 provide an analysis of Narcotic Offences (excluding those classified as Serious Crime) and the number and type of persons prosecuted.

SERIOUS CRIME

93. There were 20,022 cases of Serious Crime, an increase of 2,946 compared with the preceding year, and the highest reported figure since 1956-57 when 21,704 cases were recorded. This increase was mainly confined to offences against property, in particular miscellaneous lar- ceny, fraud cases, loitering and trespass, larceny from vehicle, larceny in dwelling and larceny from person. However, of the overall increase of 2,946 cases, some 606 cases were recorded in those offences which are generally disclosed as a result of preventive action taken by the police e.g. loitering and possession of unlawful instruments.

94. Of the 20,022 cases of Serious Crime investigated 14,629 were cleared up, giving an overall detection rate of 73.1% compared with 69.7% in the previous year.

JUVENILE CRIME

95. A total of 1,490 juveniles (i.e. those under 16 years of age) were arrested and prosecuted for Serious Crime compared with 1,612 in the previous year, representing 15.4% of the total number of persons
