THE CHAIN OF COMMAND
20. The Force is controlled by the Commissioner from Colony Head- quarters at Arsenal Street.
21. The Force consists of four territorial districts, Hong Kong Island, Kowloon, New Territories and the newly formed Marine District, and a number of specialized branches. Colony Headquarters, the Crimi- nal Investigation Department and Special Branch are each commanded by a Senior Assistant Commissioner of Police, while Assistant Commis- sioners of Police command the four Districts.
22. In July, H.E. the Governor approved the partitioning of Kowloon Police district. The population of Kowloon now exceeds 24 million and the pressure of work on the existing command H.Q. is such that it was considered necessary to provide for the delegation of most routine and operational command responsibilities to two sub-district Commanders of the rank of Chief Superintendent. The partitioning is to be fully imple- mented in April 1966.
23. During the year under review, the Anti-Illegal Immigration Branch and the Marine Division were combined to form the new Marine District mentioned in paragraph 21. This new District is fully described in Part VI, paragraphs 168-173.
24. Sai Kung Sub-Division, formerly under Marine command, was absorbed into Wong Tai Sin Division on 1st November, 1965, and all Marine personnel replaced accordingly.

On 1st August, 1965, the Police handed over the Immigration Control Post at Lo Wu to the Immigration Department. This was the last Immigration Control Post in the Colony to be controlled by the Police.
26. Also formed during the year, within the Administrative Branch of Police Headquarters, was the Press Office. It was set up in a bid to ensure a quicker and fuller flow of information on Police work to the press and radio and is headed by the Press Officer who is responsible for press releases and conferences, replies to press queries and the preparation of feature articles for dissemination by press and radio.
