23. It was disturbing to note the large increase in the number of crimes. committed by children and young persons, and both the numbers prosecuted, and their percentage in relation to total prosecutions, were the highest recorded in the post-war years.

24. The increase in juvenile crime was particularly noticeable in robberies, demanding with menaces, larceny of bicycles and miscellaneous larcenies.

25. The number of narcotic offences detected showed a slight decrease; this was due to a drop in those categories classified as minor offences, whereas in those classified as serious crimes the number detected more than doubled. In February 1965 the Narcotics Bureau made the largest single seizure of drugs in the Colony's history. It comprised over 2 tons of opium and heroin and was one of the largest seizures ever made anywhere in the world.

26. Reports made to the Commercial Crime Office increased by 16% and the number of complaints received from overseas against local firms more than doubled.

27. The number of cases dealt with by the Anti-Corruption Branch was approximately the same as in the previous year; there was a slight increase in the number of persons prosecuted for triad offences, and the number of investigations carried out by the General Investigation Section of the C.I.D. nearly doubled, one of the most prominent increases being in off-course betting offences.

28. The number of offenders placed under Police Supervision during the year increased by two, but there was little variation in other statistics in respect of these persons, about 35% of the 1,316 supervisees are in prisons for the commission of further offences.

PART II

ORGANIZATION AND ADMINISTRATION

THE CHAIN OF COMMAND

29. The Force is controlled by the Commissioner from Colony Head- quarters at Arsenal Street.

30. The Force consists of three territorial districts of Hong Kong Island, Kowloon and the New Territories and a number of specialized branches. Colony Headquarters, the Criminal Investigation Department and Special Branch are each commanded by a senior Assistant Commissioner of Police while Assistant Commissioners command the three Districts.
