OTHER SPECIALIZED UNITS
ANTI-ILLEGAL IMMIGRATION BRANCH
202. This Branch consists of a special supernumerary Headquarters establishment including 1 Assistant Commissioner as Director, 3 Superin- tendents and 6 Senior Inspectors and, under its Command, the Marine Division which was transferred from the New Territories District in September 1962 when the Anti-Illegal Immigration Operations com- menced. The future of this Branch will depend on decisions on the future policing of Territorial waters at present under consideration by Govern-
ment.
203. These operations have continued throughout the year. Some 149,000 craft of various kinds have been stopped and searched by police patrol launches and 1,480 illegal immigrants arrested. 102 persons were also convicted for offences connected with assisting the entry of illegal immigrants into Hong Kong, whilst 70 craft and 8 cars were seized and scheduled for confiscation.
204. A daily average of 19 launches were maintained on these anti- illegal immigration duties. When possible, vessels of the Royal Navy and the Hong Kong Royal Naval Reserve also assisted.
205. The number of illegal immigrants entering or endeavouring to enter our Territorial waters has decreased. The measures described above, as well as new restrictions imposed by the Chinese Government, are mainly responsible for the decrease.
206. In January 1964 a new system of vetting all undocumented new arrivals from China was introduced with the co-operation of the Com- missioner of Registration. This system provides information on the origins and means of entry of illegal immigrants and persons who aid their entry, and provides a check on the statistics of new arrivals main- tained by the Commissioner of Registration.
MARINE DIVISION
207. This Division is commanded by a Senior Superintendent. The Divisional establishment of 1 senior officer, 51 junior officers, 116 N.C.Os. and 492 P.Cs. provides the staffs of Marine Police H.Q., 9 outlying police stations and posts, 4 deep sea cruising launches, 10 cruising launches, 4 motor launches, 10 harbour patrol launches and 3 jet boats.
