Senior Inspector which was introduced as an interim arrangement in 1961 when that rank was first introduced. This new examination will commence in November, 1964.

95. Officers promoted to the rank of Assistant Superintendent are normally drawn from Chief Inspectors and Senior Inspectors. Promotion depends on successfully passing a Senior Professional Examination and on the recommendation of the Commissioner, advised by an Interview Board.

GOVERNMENT LANGUAGE SCHOOL

96. Overseas Probationary Inspectors have attended the 11 weeks' courses at the new Government Language School which opened in April, 1963. They are required to pass the 1st Standard Examination in Cantonese during their first tour of duty. They attend the full-time course immediately before or after the six-month initial training course at the Police Training School. Arrangements are also made for Overseas officers returning for their second tour of duty to attend a second full-time course. An inspector must pass the examination at the end of this second course as a qualifica- tion for promotion to Senior Inspector.

97. A number of other Overseas officers have attended evening classes arranged by the Language School.

ENGLISH LANGUAGE STUDY

98. Although the study of English is not compulsory, other ranks are encouraged to attend voluntary classes which are provided under the supervision of the Education Department. Examinations are graded in five stages and bonuses are paid to those who qualify in stage III and above. Special classes in advanced English, which is a prerequisite for promotion to Inspector are also provided. Arrangements were made during the year with the help of the Training Unit of the Colonial Secre- tariat to centralize and provide a more efficient system of classes. 48 officers passed the Stage V examination and 50 officers attended the Advanced English Courses.

GENERAL DUTIES MANUAL

99. This Manual printed in English and Chinese and embracing all aspects of police law, duty and practice was issued to each member of the Force towards the end of the year. It is expected to be of great help to all officers undergoing training because of its comprehensive contents, general availability and convenient form.
