69. Owing to changes in the grade of married quarters to be built in the Government blocks of flats at Piper's Hill, the allocation of 18 flats for junior police officers has been withdrawn. Government will allocate this number of flats to the Force from other sources during the coming year.
CIVILIAN STAFF
70. The civilian establishment is 1,586, the majority of which com- prises Clerical Officers, police interpreters, launch engineers and labourers.
71. The recruitment of Police Interpreters referred to in last year's report has proved satisfactory and at the end of the year most of the vacancies were filled.

Government's examination of the status and conditions of service of civilian launch crews was completed towards the end of the year and consequential plans for the conversion of police launch engine room staff from civilian to disciplined status were almost ready for implementa- tion by the end of March (see also para. 208).
FINANCE
73. The authorized annual estimate was $80,630,400 and actual expenditure was $75,854,596. A breakdown of actual expenditure for the last three years is shown at Appendix 9. Revenue collected under sub-heads controlled by the Police amounted to $32,172,240 as against the estimated $28,211,000.
