Block with 24 Classrooms and a mock Court and Report Room, a Band Practice Room and a Drill Shed. These buildings are expected to be ready in 1965.

EQUIPMENT

41. In July 1963 a new type of respirator-the Siebe-Gorman—was introduced in the Police. Complete change-over will be phased. The object of the change is to enable the police in their anti-riot role to use new tear-smoke cartridges and grenades, which were also introduced at the same time.

COST OF THE FORCE

42. The cost of the Police Force for the year was $75,854,596.26. The cost per head of population was $20.70, based on a population of 3,663,900.

43. This Part I of the Report summarizes the main events of the year affecting the Police Force and was forwarded in advance of the remaining Parts in May, 1964 for the information of the Commissioners of Police of other Colonial and Commonwealth Territories.

THE CHAIN OF COMMAND

44. The Force is controlled by the Commissioner from Colony Headquarters at Arsenal Street.

45. The Force consists of three territorial districts of Hong Kong Island, Kowloon and the New Territories and a number of specialized branches. Assistant Commissioners command the three Districts, Colony Headquarters, the Criminal Investigation Department and Special Branch.

46. The operations of the Anti-Illegal Immigration Branch continued throughout the year. The establishment of this Branch is supernumerary apart from that of the Marine Division which was placed within its command when the Branch was formed in September, 1962. The Branch is commanded by an Assistant Commissioner (supernumerary). Its future depends on the examination by Government of a report on the policing of territorial waters.
