These regulations were made by the Governor in Council and published in the Gazette on 31st January, 1964, to come into operation early in the following financial year. They revoke and replace the 1962 Regulations, and are the result of a final review of the administration of Dangerous Goods, which started in 1949. They cover the possession, storage, conveyance and packing of dangerous goods.

26. In January 1964 a comprehensive manual to assist officers in their study of law and police procedure was distributed within the Force. A version in Chinese was also printed and distributed.

REVIEW OF CRIME 1963–64

27. The number of offences reported during the year showed a slight decrease over the previous year. Decreases occurred mainly in such cases as larceny (from the person, from vehicles and by trick) and indecent assaults. Whereas the number of cases of burglary and housebreaking differed very slightly from the previous year, there was a substantial increase in the number of other breakings, especially cases of office- breaking in multi-storey buildings.

28. Reported crime committed by youths showed an overall decrease, but there was evidence of greater activity by small gangs of persons in this age group. The Juvenile Liaison Section, formed during the previous year for the closer control and guidance of young offenders, achieved gratifying results, and in July this year the scheme was extended to Hong Kong Island Police District. Reports for the year indicate that of the juvenile offenders under the supervision of this Section only 5% have come to police notice for the commission of other offences.

29. Narcotics offences continued unabated, with an increase of some 25% in the number of cases recorded. As in the previous year the majority of cases were for the illicit possession or consumption of heroin. The formation of a special, centralized anti-narcotics unit contributed sub- stantially to the increase in offenders apprehended.

30. Reports made to the Commercial Crime Office increased by 25%, the most noticeable increases being cases of forgery and bad cheques.

31. Although there was a decrease in the number of persons prosecuted for Triad offences under the Societies Ordinance, the threat to law and
