117. This Section is similar to that established in Liverpool in 1950. If it proves successful in Kowloon it will be extended to the other Districts.

118. The trend of juvenile crime since 1958 is shown in the chart at Appendix 20.

119. The age used in the definition of Juvenile has been changed from 17 to 16 years. This change has been made to conform to the practice of other Departments.

CRIMINAL INVESTIGATION DEPARTMENT

120. The C.I.D. is under the direction of an Assistant Commissioner of Police. His Deputy is a Senior Superintendent. The establishment of Superintendent/Assistant Superintendents is ten. Five are in charge of sections of C.I.D. Headquarters, two of sections of the Anti- Corruption Branch, one of the Narcotics Bureau and two are attached to Districts.

121. The Department consists of six main groups: the Anti- Corruption Branch, the Narcotics Bureau, the Commercial Crime Office, the Triad Society Bureau, the General Investigation Section and Aids to Investigation Section. These are described below.

ANTI-CORRUPTION BRANCH

122. A Senior Superintendent is in charge of this branch and is responsible to the Director of Criminal Investigation for its work of detecting, investigating and preventing corruption.

123. All reports received by the branch are examined by a 'Target' Committee, consisting of the Deputy Commissioner as Chairman, the Director of Criminal Investigation and the Senior Superintendent, Anti- Corruption Branch. In addition to these senior police officers, the Colonial Secretariat is represented by the Establishment Officer. This Committee decides investigation priorities and other matters which determine the manner in which the resources of the Branch are deployed. It met on 33 occasions.

Corruption involving Police

124. 128 reports or allegations of corruption involving police officers were received. After consideration by the 'Target' Committee, 54 cases were referred to the Anti-Corruption Branch for investigation. Of these,
