date the Marine Division was transferred from the Command of New Territories District to that of the Director, Anti-Illegal Immigration Operations.

31. A new Division was formed at Yuen Long in the New Territories District on 15th February, 1963 and took over from the Frontier Divi- sion police responsibility for Ping Shan, Pat Heung, Tai Po and Sha Tin Sub-Divisions. Until the new Divisional Station is ready for occupation at the end of 1964, the Divisional Superintendent and his Headquarters staff will be accommodated in the New Territories Depot at Fan Ling.

IMPORTANT NEW LEGISLATION

32. The following legislation of particular interest to the Force was introduced during the year:

(a) Emergency (Deportation and Detention) Regulations, 1962.

These Regulations revoke and replace the Emergency (Detention Orders) Regulations 1956. They empower the detention of a person against whom a deportation order is in force after con- sideration by the Governor-in-Council of the advice tendered by an Advisory Tribunal on the disposal of such a person.

(b) Road Traffic (Parking and Waiting) (Amendment) Regulations,

1963.

These Regulations amend the Road Traffic (Parking and Wait- ing) Regulations 1958 by clarifying and adding to a number of the Regulations covering parking and waiting in general, towing- away and parking-meters.

POLICE GENERAL ORDERS

33. The revised edition of Police General Orders which was issued on 1st September, 1961, has been translated and printed in Chinese. Copies were distributed in February, 1963.

REVIEW OF CRIME

34. The number of offences recorded for the year is approximately the same as for last year. There have been slight increases in robbery, breaking, demanding with menaces, serious assaults and larceny from vehicles. Cases of larceny from the person, miscellaneous larceny and unlawful possession have decreased.
