18. Owing to the additional police commitments occasioned by illegal immigration His Excellency the Governor, Sir Robert BLACK, G.C.M.G., O.B.E., decided that a simple ceremony of presenting Decorations and Medals at Government House should replace the Annual Review of the Force.

At this ceremony which was held on 16th December, 1962 His Excellency presented awards to nine Regular and four Auxiliary Officers.

ESTABLISHMENT AND CHANGES IN SERVICE CONDITIONS
20. The establishment approved at the beginning of the year was 8,597 all ranks. This was an increase of 241 over the previous year.
21. At the end of the year the Senior Officer Strength was up to Establishment and the Force was only 25 Junior Officers under Establishment. During the year 44 Overseas, 45 Local and 3 Local Women Probationary Inspectors were recruited and 6 Rank and File Officers were promoted to Inspector.
22. In the Annual Report for the year 1959 - 60 concern was first expressed at the unsatisfactory rate of recruitment to the Rank and File. During that year sufficient candidates had come forward for selection but many of them had not measured up to the physical and educational standards required. At the end of that financial year the total Rank and File strength was 299 men under establishment of whom 259 were Constables.
23. In the Report of the following financial year 1960-61, when an increase in Establishment of 432 Rank and File had been approved, reference was again made to poor recruitment to the Rank and File. At the end of that year the Rank and File strength had dropped to 490 men under establishment of whom 439 were Constables.
24. By the end of 1961 - 62 for which year a further increase in Establishment of 204 Rank and File had been approved, the deficiency was 820 men under establishment of whom 747 were Constables. The Report of that year described the circumstances at some length: apart from many applicants not coming up to the standards required, there was also the competition of vacancies for young men in other Govern-
