Opium, morphine, heroin and barbitone, are the drugs which create this problem.
141. Action by the Police and the Preventive Service resulted in the seizure of 223.529 kilos of raw opium, 29.198 kilos of prepared opium, 104.867 kilos of morphine, 32.042 kilos of heroin, 35.532 kilos of bar- bitone and 4.53 kilos of heroin pills and pill-mixture.
142. 16,038 narcotics offences were recorded and 12,347 persons were prosecuted for these offences. An analysis of these figures is shown at Appendix VII, Tables B and B.I.
143. The Drug Disposal Unit destroyed 9,358 items compared with 12,404 in the preceding year. 511 lbs. of raw opium were passed to the Government Pharmacist.
THE ANTI-CORRUPTION BRANCH
144. The Branch is accommodated in the Mercantile Bank Building, Ice House Street, and its offices are open to receive complaints and in- formation from members of the public.
The Target Committee
145. The establishment of the Target Committee at the end of 1960 has done much to ensure that the resources of the Anti-Corruption Branch are directed at worthwile targets. The Committee was strengthened during the year by the addition of a senior officer from the Colonial Secretariat.
146. During the year the Committee met 37 times and considered 428 reports and allegations. Of these only 336 in fact concerned corruption.
Corruption involving Police
147. Reports or allegations of corruption involving the Police Force numbered 138. Seven police officers were charged before the Courts and of these 4 were convicted, 1 was acquitted and 2 absconded. The latter have been declared deserters from the Force and warrants for their arrest have been issued.
148. Disciplinary action was taken against 29 officers on charges arising from investigation of corrupt activities. 11 of them were dismissed from the Force, 3 awarded punishments and 1 acquitted. Action against 14 officers was pending at the end of the year.
