REORGANIZATION OF THE FORCE

15. On 4th August 1961 the Commissioner was relieved of the re- sponsibility for immigration, and a new and separate Immigration Department was established.

16. During the year the Anti-Corruption Branch was reorganized and enlarged. The Narcotics Bureau was separated from the Anti- Corruption Branch because it was no longer practical for the Senior Superintendent in charge of the Anti-Corruption Branch to be diverted from his important Anti-Corruption duties by the additional responsi- bilities for Narcotics. The Narcotics Bureau and also the Commercial Crime Office have now been moved into adjoining accommodation in the business centre of the city.

IMPORTANT NEW LEGISLATION

17. The following legislation of particular interest to the Force was introduced during the year:

(a) The Road Traffic (Amendment) (No. 2) Ordinance, 1961. The object of this Ordinance is to amend the Road Traffic Ordinance 1957 to facilitate the identification of the driver of a vehicle who is alleged to be guilty of an offence under the Ordinance or its Regulations.

(b) Societies (Amendment) Ordinance, 1961. The principle object of this amending Ordinance is to provide a greater measure of control over the activities of societies and their office bearers, and triad societies in particular. The opportunity was taken also to make other amendments to simplify the operation of the Ordinance. (c) Immigration (Control and Offences) (Amendment) Ordinance, 1961. This Ordinance amends the principal Ordinance in a number of respects, some of which were necessitated by the establishment of the new Immigration Service.

(d) Compulsory Service (Amendment) Ordinance, 1961. The effect of this amending Ordinance is to enable any person who was con- scripted into the Royal Hong Kong Defence Force, the Hong Kong Auxiliary Police Force, or the Essential Services, to resign at will.

18. A need had existed for some time for a complete revision of Police General Orders many of which had become outdated owing to
