(b) At the end of the year 60 Police Inspectorate Married Quarters at Blue Pool Road were under construction and planning was in an advanced stage for the construction of the following buildings:
Wong Tai Sin Divisional Police Station
Shek Kip Mei Sub-Divisional Police Station
CIVILIAN STAFF
53. At the end of the year, the total number of civilian staff employed by the Force was 1,253 out of an authorized establishment of 1,297. This establishment comprised 40 different grades of which 23 are pensionable.
54. The work of the civilian staff is so closely integrated with the work of the Force as a whole that their achievements during the year cannot be tabulated separately. In addition to the 424 clerks who perform the clerical duties of the Force and act as interpreters in the charge rooms of Police stations there are 337 coolies who maintain the cleanliness of all Police buildings: civilians are also employed as photog- raphers in the Criminal Investigation Department, as engineers, stokers and cooks on Marine Police launches and as technicians responsible for the repair and maintenance of Police radio equipment.
55. Submissions to the Salaries Commission regarding the nature of duties undertaken by clerks in charge rooms led to the Commission proposing a new grade of Police interpreter to be recruited for work in the Police Force only on special conditions of service. This recom- mendation was accepted and will be implemented gradually. In the meantime clerks in charge rooms are granted a special allowance.
FINANCE
56. For the year under review the authorized estimate was $58,118,200 and the actual expenditure was $53,659,278. A breakdown of actual expenditure for the last three years is shown at Appendix IV. Revenue collected amounted to $15,488,224 against an estimate of $11,702,620 and was derived as shown hereunder:
