limited accommodation available continued to prove a severe handicap, in particular retarding the in-service training. It was not possible to hold any advanced training courses for the members of the inspectorate owing to lack of accommodation and shortage of staff.

73. The Rank and File Cadet Course referred to above is designed to enable outstanding members of the Rank and File to qualify for accelerated promotion. The Course is of six months duration and is designed to develop powers of leadership, initiative and a sense of responsibility in addition to providing for the study of general police subjects at the inspectorate level. During the year forty five members. of the Force were selected for the course, twenty six being subsequently promoted to Sub-Inspector and fourteen given accelerated promotion as N.C.O.s. Competition for selection for these courses is now very keen and those who obtain a place respond by working to the limits of their powers. At the end of the year there were twenty Rank and File Cadets in the School.

PROFESSIONAL EXAMINATIONS

74. Sub-Inspectors are normally required to pass examinations at an appropriate level in law and police duties, and overseas officers in Cantonese, before being confirmed in their appointments. They are later required to pass similar examinations at a higher level in order to qualify to advancement to Inspector.

75. Gazetted Officers are required to pass examinations at a higher level in similar subjects during the course of their first five years' resident service after appointment. Study for such professional examina- tions is undertaken in the officer's own time.

INSPECTORATE TRAINING

76. (a) A Force Training Course designed to train instructors was attended by thirty inspectorate officers.

(b) Thirty four Inspectors attended an Extra Mural Course in crimi- nology at the Hong Kong University. This is the first time such a course has been held in Hong Kong.

INSPECTORATE POST RECRUIT TRAINING

77. A system of post recruit training for Probationary Sub-Inspectors was put into effect during the year. On leaving the Training School a
