26. The Force is divided into three territorial districts and a num- ber of Specialist Branches. The three Districts are Hong Kong Island. Kowloon, and New Territories and Marine, and each is commanded by an Assistant Commissioner with a Senior Superintendent as second- in-command. The Colony Headquarters, the Criminal Investigation Department and the Special Branch are also commanded by Assistant Commissioners; the first mentioned acts as chief staff officer to the Commissioner.
27. The Traffic Branch, the Communications and Transport Branch, the Anti-Corruption and Narcotics Bureaux, the Police Training School, the Police Training Contingent and the Immigration Office are each commanded by a Senior Superintendent of Police,
HEADQUARTERS
28. Colony Headquarters contains the usual sections for the general running and administration of the Force. Staff Officers who range in rank from Senior Superintendents to Assistant Superintendents are responsible to the Assistant Commissioner Headquarters for adminis- tration, planning, finance, licencing, personnel and welfare. During the year, an Administrative Secretary was appointed with the rank equivalent to that of an Assistant Commissioner of Police. He will be responsible for the general household administration of the Force and for its large civilian staff. To assist him three Executive Officers have been added to the Headquarters establishment.
TERRITORIAL DISTRICTS
29. The basis of law and order in the Colony is the Uniform Branch of the Force. All other units are drawn from it and are design- ed to support and supplement it. The main strength of the Uniform Branch is deployed in the three territorial Districts. These Districts are composed of Divisions under the command of a Gazetted Officer assisted by a Chief Inspector. Divisions are broken down to sub-divi- sions in the charge of an Inspector or Sub-Inspector, and police posts in the charge of senior N.C.O.s.
MARINE POLICE
30. The Marine Police Division is part of the New Territories and Marine District. Personnel of this Division are police officers who are also trained in seamanship. The Division is responsible for the policing
