(b) The Immigration (Control and Offences) Ordinance of 1958 which brings up to date the legislation for the control of im- migration to the Colony in the light of the experience gained over the past few years and consolidates the Immigrants Control Ordinance, Cap. 243 and the Passport Ordinance of 1952 which duplicated certain penal provisions.

(c) The Magistrates (Amendment) Ordinance, 1958 which, inter alia, makes provision for a Magistrate to take into account previous convictions of a defendant in his absence provided notice of intention to bring the fact of such conviction before the Court had been served on the defendant not less than seven days before trial.

(d) The Hong Kong Auxiliary Police Force Ordinance, 1959 which makes provision for the amalgamation of the Hong Kong Police Reserve and the Hong Kong Special Constabulary into one body to be called the Auxiliary Police.

(e) The Road Traffic (Amendment) Ordinance, 1958 which makes provision for the control of vehicles used for carriage of goods and for passengers and provides penalties for the hire of bicycles or tricycles to young children.

REVIEW OF CRIME

17. The continued drive against Triads (unlawful Secret Societies) coupled with extensive use of the Police Supervision Ordinance and other preventive measures has brought about a further reduction in serious crime from a total of 15,705 in 1957/58 to 14,990 in the year under review. The reduction is particularly noticeable in the number of Robberies, Larceny from the Person and Larceny from Vehicle cases reported. Coupled with this reduction there was an increase in the detection rate from 56% to 68% of reported serious crime.

18. Juvenile Delinquency increased in the latter part of the year, and whilst the overall figure for the year is still low the trend is being closely watched.

19. Narcotics offences continue to be a complicated problem owing largely to Hong Kong's geographical location and its free port facilities. Drug trafficking is on an international basis and those involved are well organized and use the most up to date and ingenious methods. The Narcotics Bureau of the Force works in close co-operation with other suppressive agencies throughout the world and with the Preventive Service of the Commerce and Industry Department.
