ESTABLISHMENT AND CHANGES IN CONDITIONS OF SERVICE
12. The Force establishment was increased by 261 all ranks during the year. This increase includes provision for the post of Administrative Secretary which is currently held by an Administrative Cadet Officer who ranks equal to an Assistant Commissioner. Also included in this increase are the posts of Senior Superintendent in charge of Communica- tions and Transport, a section which is in process of major reorganiza- tion, and Senior Superintendent Planning who is responsible for all forward planning.
13. The only changes in Conditions of Service introduced during the year were:
(i) The granting of Vacation Leave (in addition to Casual Leave) to
the Rank and File, a privilege not previously enjoyed.
(ii) The granting of four hours time off a week (in addition to the one weekly rest day) to Rank and File who perform beat, foot patrol or outdoor static duties on an 8-hour shift basis. This time off compensates for time spent in parading for and reporting off duty, and for time spent on instructional parades.
These concessions have greatly benefited the morale of the Force as a whole.
REORGANIZATION OF THE FORCE
14. The riots of 1956 emphasized the necessity for adequate radio communication throughout the Force. During the year 1956/57 a technical adviser was appointed by Government to advise on the re- organization of the Communication Branch of the Force. His Report was accepted by Government and the necessary work was commenced during the year and is expected to be completed by December 1959.
15. As a part of this reorganization, combined Police/Military Internal Security Exercises were held to determine the requirements for a joint Police/Military operations centre at Police Headquarters and in Districts. As a result Police and Military command at various levels will be integrated in an emergency.
IMPORTANT NEW LEGISLATION
16. The following legislation of particular interest to the Police was introduced during the year :
(a) Criminal Procedure (Amendment) Ordinance, 1958 which makes new provision for the proof of previous convictions in Court.
